Madison County approves 80 roads for improvements in 2022

A 2022 road plan that includes 80 projects throughout the county designated for improvements was adopted by the Board of Supervisors on Monday.

The road plan will be funded by a $6 million short-term capital improvements loan with Community Bank at a 1.05% interest rate over a term not to exceed five years that the county accepted in September to fund road and bridge work throughout the county.

After adopting the road plan for the fiscal year 2022, supervisors agreed to distribute the $6 million with each of the five supervisor districts receiving $1.2 million to fund road work in the districts.

"I want to make a motion that we split the $6 million up in basically five ways that will come out $1.2

million," said District 5 Supervisor Paul Griffin in making the motion that was unanimously approved.

The state requires Mississippi counties to submit a county road plan by the Board of Supervisors' first meeting of February each year.

"Since the county had gone ahead and issued a short-term borrowing for $6 million, we went ahead and put our road plan together sooner than the deadline," said Tim Bryan, Madison County engineer. "No work can happen on a road without it being on the road plan."

Bryan said supervisors could modify the road plan at any board meeting if they wanted to add a road to the list.

"We don't ever take a road off of there," Bryan said, adding that just because a road is on the list does not mean it will be repaired, either. "Those are just eligible roads to be done. Just because it's on the road plan does not mean it has funds associated with it."

Bryan said he believes 99% of the roads included in the approved road plan will be funded for repairs in 2022.

In other matters at Monday's Madison County Board of Supervisors meeting, the board:

• Voted to relocate the Victory Christian Church polling location to Ridgecrest Baptist Church.

• Appointed Martha Harris and Nola White to the Camden Volunteer Fire Department.

• Approved a supplemental agreement to Neel Schaffer's contract for $49,300 for the preparation of maps and deeds and to support the right-of-way acquisition agent in acquiring right-of-way for the Catlett Road Improvements project.

• Approved the final plat of Whisper Ridge, Part 2. The development contains no public infrastructure.

• Voted to pay $1,030,700 for acquisition of a right of way for the Reunion Parkway Phase II Project.

• Approved an interlocal cooperation agreement between Madison County and the City of Ridgeland regarding funding of certain road improvements located in the City of Ridgeland.

• Approved a memorandum of understanding between the 20th Circuit Court for adult drug treatment and Pine Belt Mental Healthcare Resources-Clearview Recovery Center and Crossroads Recovery Center.

• Approved a memorandum of agreement between Micro Distributing II, Ltd., and the 20th Circuit Drug Court for drug testing products and services.

• Acknowledged a $750,000 grant received by the Office of Justice Programs for a juvenile drug treatment court program.
